The Democratic
Initiatives Foundation keeps track of
political events in Ukraine
for monitoring
pre-election promises of
leading political forces having entered the Parliament as a result
of the September 30, 2007 pre-term elections to
the Verkhovna Rada. The survey is conducted with
the framework of the project “Where do political leaders lead us
to?”
February 18
The
opposition forces
keep on blocking
the Rada’s. Speaker Arseniy Yatseniuk refused to conduct
the Conciliation Council meeting. Hestatedthat the
parliament will resume its work only when the Party of Regions
unblocks the Rada. Arseniy Yatseniuk also urged MPs to
unblock the parliament as he does not exclude dissolution of the
Parliament within 30 days starting from February
13.
Ukraine started
negotiations for forming free trade zone with EU that
became possible after Ukraine joined WTO. During the meeting
of EU Profile Commissar Piter Mendelson with Ukrainian President
Victor Yushchenko, the parties aimed at working out a detailed
agreement on the issue.
February 19
Slovakia
will support
Ukrainein its
intention to
join the NATO
Membership Action
Plan on the
forthcoming Bucharest
Summit in April, stated Urban Rusnak, Slovak
Ambassador to Ukraine. However, he added that
there is no unanimity regarding the issue among all NATO
members.
During 6
months Ukrainians
will be
presented a new
edition of
Ukrainian Constitution,
statedMaryna Stavniychuk, Deputy Head of Presidential Office,
Representative of Ukrainian President in Constitutional
Court. Victor Yushchenko approved the structure of
new Constitutional Council consisting of 97 members.
February 20
Six
more politicians
stated about
their leaving
the Nasha
Ukraina Party: –Roman
Bezsmertnyi, Deputy Head of the Presidential Office; Mykhailo
Polianchych, Head of Control and Inspection Commission; Ihor
Kril, Deputy Head of the Nasha Ukraina Party; Victor Topolov,
Presidium Member of the Nasha Ukraina Party; Oksana Bilozir and
Vasyl Petiovka, members of the Nasha Ukraina Political Council.
Dissatisfaction with the party’s leadership’s activities was named
by the politicians as the main reason of their leaving the party.
It should be also mentioned that Victor Baloha, Head of the
Presidential Office, left the party on February 15.
February 21
Victor Yushchenko believes
that leaving the NSNU by the seven politicians will not cause
reforming the coalition, stated Iryna Vannikova, Press
Secretary of the President.

Ukraina announced
that the reasons
for the seven
politicians to
have left the
party were strained and
absurd. In their statement the party members
stressed that their former brother-in-arms deliberately or
non-deliberately damaged the reputation of Victor Yushchenko and
the reputation of the biggest political force supporting the
President both in the parliament in society.
The
two-day visit
of Yuliya
Tymoshenko, Ukrainian
Prime
Minister, to
Moscowcame to the end. During the
visittheplanned meetings of Ukrainian Premier with Russian
President Vladimir Putin and Russian Prime Minister Victor Zubkov
took place.As Yuliya Tymoshenko informed the media, the parties
agreed to work out proposals on priorities regarding activities of
every sub-commission of the Economic Cooperation Committee of the
International Commission Yushchenko-Putin before April
2008.
February 22
Head of Verkhovna Rada
Arseniy Yatseniuk announced that signing the political agreement is
planned for Monday, February 25. That became possible
after negotiations with the parliamentary factions. The Speaker
named the main points of the agreement: the parliament should work
independently from any faction’s freaks; factions should restrain
from blocking the parliament; parliament’s agenda should not
contain issues splitting the society during election processes.
The
Government approved
the NATO MAP
for 2008 and intends to submit it to the
President, announced Foreign Minister Volodymyr
Ohryzko. He also added that the cooperation plan contains many
obligations of Ukraine– from reforming the force structures to
bolstering freedom of speech.
On March
1, the NSNU
Political
Council will
consider the
issue of forming
a united party based on the NUNS bloc, said
Vyacheslav Kyrylenko, Head of the NSNU Political Council. He added
that the united party’s statute and program are almost approved.
Besides, the NUNS faction intends to intensify cooperation with the
Lytvyn bloc for “strengthening positions of the Democratic
Coalition”.
February 23
On February
22, during the
Savik Shuster’s
TV program,
Former Defense
Minister Anatoliy
Hrytsenko stated
that
Yekhanurov’s
government betrayed
Ukraine’s
national interest
having agreed
to lessen gas
transit rates. Hrytsenkomarked
thatearlier Ukrainehad received 20 billion of cubic meters of gas
and today - only 9 billion of cubic meters for transition of
Russian gas.The ex-Minister informed the public that the gas
negotiations had been held behind the back of the Ukrainian
government that was forced to face the fact of unprofitable
agreement. At that time, the notorious RosUkrEnergo Company
started its work on the gas market. The company’s statute was
approved by Yuriy Yekhanurov. Hrytsenko stressed that the recent
verbal understandings between Russian and Ukrainian presidents
regarding the gas issue were not confirmed by any documents.
Anatoliy Hrytsenko believes that the main problem today is
“somebody’s attempt to establish a joint enterprise with 50% of
Gasprom’s share fraction and access to Ukrainian internal
market”.
Ukrainian Cabinet of
Ministers increased child birth benefit payment to Hr
12,240 for a first child; Hr 25,000 for a second child; Hr 50,000
for a third one and next children.
